In an interview with reporters, Majunsheng, head of the State Post Office, said that any express delivery company must comply with Chinese laws and regulations and must not harm the legitimate rights and interests of Chinese companies and users.
'Recently, we received complaints from users that FedEx has forwarded express mail to other places without the user's consent and without informing the user,' said Majunsheng, director of the State Post Office. Disrupting the order of the express delivery market and violating the relevant laws and regulations of our express delivery industry. Therefore, the relevant state departments decided to open a case for investigation.
According to Majunsheng, China's express delivery laws and regulations are relatively sound, including the 'Postal Law of the People's Republic of China', 'Temporary Regulations on express delivery', 'Measures for the management of express delivery markets' and 'National Standard for express delivery services'.
Article 25 of the 'Provisional Regulations on Express Delivery' stipulates that 'an enterprise operating a express delivery service shall deliver the express delivery to the agreed receiving address, the addressee or the recipient designated by the addressee, and inform the addressee or the consignee to accept the acceptance in person. The addressee or the receiver shall have the right to receive and accept in person. '
The 'National Standard for Express Service' stipulates that the address should be delivered according to the name. The 'Measures for the Administration of Express Delivery Market' stipulates that 'enterprises operating express delivery services shall, in accordance with the standards for express delivery services, standardize the operation activities of express delivery services, guarantee the quality of service services, and safeguard the legitimate rights and interests of users. Delivery of courier(mail) shall be completed within the time limit promised; If it violates the standards of express delivery services and seriously damages the interests of users, the Postal administration department shall investigate and deal with them according to law. '
Majunsheng said that this is the core clause for the delivery of users, requiring enterprises engaged in express delivery services must be in accordance with the agreed address, the recipient, and the recipient of the recipient, to deliver in person. If the violation of this clause damages the rights and interests of users, the Postal administration department has the right to investigate and deal with it.
Mr Majunsheng said a case investigation into FedEx would help maintain order in the express delivery market, safeguard the legitimate rights and interests of users and ensure the security of postal communications and economic security.
Majunsheng pointed out that China's express delivery market is huge, fast development and great potential. We welcome countries to invest in development. However, the premise is to abide by Chinese laws and regulations, abide by market rules and the spirit of the contract, and must not block normal express delivery services for non-commercial purposes and harm the legitimate rights and interests of Chinese companies. We sincerely hope that foreign enterprises will strictly abide by the laws and regulations of China's express delivery industry, conduct business according to law, strengthen the control and operation management of service quality, and provide express delivery services in compliance.
